Sierra program

The Sierra Program was the brainchild of former CIA Chief Donald Fitzroy. He created the program in order to conduct extrajudicial missions around the world. He recruited agents, known as Gray Men, out of prisons. He offered prisoners the opportunity to get out of prison in order to dedicate the remainder of their lives to the service of their country.
